Europe's Drone Production Gap: How the EU Plans to Close It

France, Germany, and Poland are spending billions on military drones as the EU produces less than 30% of its own needs.

France is spending €8.5 billion to increase drone and missile stocks by 400% before 2030. Germany has committed €10 billion to military drones. Poland has launched a national “drone revolution” initiative. The spending surge reflects a single uncomfortable fact: the EU currently produces less than 30% of its own military drone requirements, and the gap between what Europe can make and what modern warfare consumes is widening fast.

Ukraine burns through roughly 9,000 drones per day. Iran produces approximately 400 Shahed-series drones daily for Russian use. The EU, by comparison, has no comparable industrial capacity and no near-term path to one — yet.

Why mass production matters more than sophistication

The lesson from three years of war in Ukraine is that drone warfare is an industrial problem, not an engineering one. Drones evolve on three-to-six month cycles, which means stockpiling expensive, sophisticated systems purchased through traditional multi-year procurement processes produces hardware that is operationally obsolete before it reaches the front. The premium is on volume, adaptability, and low unit cost — exactly the areas where European defense procurement has historically underperformed.

The cost asymmetry compounds the problem. A Shahed drone costs a few hundred dollars to produce. Intercepting it with a NATO-standard surface-to-air missile costs orders of magnitude more. During the 2025 Russian drone incursion into Polish airspace, NATO deployed F-35s to neutralize roughly 20 drones — an intercept that cost an estimated €1.2 million. Europe is currently spending at the wrong end of that ratio.

What the EU is actually building

The EU’s response has three structural components. The 2026 European Drone Defence Initiative (EDDI) aims to field a multi-layered, interoperable counter-drone shield across member states by 2027, built on AI-powered sensing and networked detection. The 2026 Action Plan on Drone and Counter-Drone Security targets real-time threat detection and coordinated response to incursions against critical infrastructure. And the Drone Alliance with Ukraine — a multinational partnership established in 2024 — is attempting to deliver over two million drones annually by 2030 through a network of European factories producing Ukrainian-designed systems.

That last element is the most operationally significant. European firms can test new drone prototypes on Ukrainian front lines in weeks rather than years, bypassing the testing timelines that traditional procurement requires. The alliance is funded in part from frozen Russian sovereign assets redirected specifically to scale production of low-cost autonomous systems. A planned “EU trusted drone” label would certify European-made systems for procurement, reducing reliance on Chinese suppliers — which currently account for a substantial share of commercial drone components flowing into European defense programs.

Fast-track funding mechanisms — AGILE, the EU Defence Innovation Scheme, and BraveTech EU — are designed to bring SMEs and civilian manufacturing capacity (automotive, electronics) into drone production, on the logic that smaller companies can prototype and iterate faster than the major defense primes.

Where the strategy is weakest

The structural problem is sovereignty. Defense and security remain national competencies under EU law, and 80% of European procurement still happens at the member-state level. France buys French. Germany buys German. The result is fragmented industrial capacity, incompatible systems, and no shared air picture — meaning a sensor operator in France is not looking at the same airspace data as one in Estonia.

Airspace surveillance is the specific failure mode that worries analysts most. Russia has violated NATO airspace 37 times since 2022. Drone incidents near European critical infrastructure quadrupled between 2024 and 2025. Copenhagen and Oslo airports closed in September after large drone incursions triggered 109 flight cancellations. Munich Airport closed twice in 24 hours the following month. These events exposed the absence of a coordinated EU-wide detection and response framework — the gap EDDI is designed to fill, but hasn’t yet.

The EDDI’s Eastern Flank Watch initiative — an EU-NATO program protecting the border with Russia and Belarus — is the most concrete operational element, integrating counter-drone technology with existing NATO structures like Eastern Sentry and Baltic Air Policing. But it is early-stage.

The broader question is timing. The EU is attempting to build, from a standing start, an industrial drone production base comparable to what Ukraine developed under active wartime pressure and what China built over a decade of sustained investment. Whether the political will and procurement reform required to close that gap can be sustained across 27 member states — without a direct attack to concentrate minds — is the variable the spending announcements cannot resolve.
