The Netherlands has committed €248 million to fund drone production for Ukraine, announced following the Ramstein contact group meeting on April 15. The allocation covers both Dutch-manufactured and Ukrainian-manufactured UAVs — a structure that mirrors the coproduction model Germany has been developing with Ukrainian drone companies over the past year.
The dual-origin approach is deliberate. By funding production in both countries, the Netherlands offsets part of its military aid through domestic industrial involvement while giving Ukrainian manufacturers access to safer, EU-based production capacity. The Netherlands signed into the Build with Ukraine program in December 2025, though no joint ventures or technology transfer agreements have been publicly announced.
Following Germany’s template
The German model — where Ukrainian drone companies actively seek Dutch and German industrial partners to manufacture at scale in Europe — is now spreading across the continent. Ten facilities are planned to open across Europe in 2026 to manufacture Ukrainian drones in partnership with local firms, with several already announced. The Netherlands commitment follows that pattern: defense spending justified domestically by industrial participation, while Ukraine gains production volume outside its own borders and beyond the range of Russian strikes.
The same logic is extending beyond drones. Diehl Defence’s collaboration with Ukraine’s Luch Design Bureau and Fire Point on missile production represents the model moving up the capability stack.
At the same Ramstein meeting, the United Kingdom announced its largest-ever UAV aid package — up to 120,000 units, including domestically developed models. Whether the Netherlands follows with a similar volume commitment, or focuses its €248 million on higher-value platforms, will depend on which Ukrainian manufacturers it ultimately partners with. No specific drone programs or production volumes have been disclosed.
