AVPL International opened the first phase of its ₹80 crore Drone City in Hisar, Haryana, on 16 May, with 23 sheds for drone and component makers. Five months later, no tenant has been named by AVPL or the state.
The project’s figures come from AVPL. It says the 11.5-acre site in Sisai village gets ₹58.51 crore of incentives under Haryana’s Enterprise and Employment Policy-2020. FlightBrief found no government notice of the incentive.
AVPL expects the site to bring jobs, training or business to nearly 800 people. Haryana minister Krishan Kumar Bedi opened the first phase. Chief Minister Nayab Singh Saini laid the foundation stone on 8 September 2025.
A training scheme with the Haryana Scheduled Castes Finance and Development Corporation, the “500 Drone Udhami Scheme”, aims to train 500 young people as drone pilots, technicians and service providers. It held its first session on opening day.
Paid partly by a share sale
AVPL’s parent, AITMC Ventures, plans to list on India’s NSE and BSE. India’s market regulator, SEBI, approved its draft prospectus on 30 January. The filing earmarks ₹69.67 crore of the money raised for a “Future Tech Park” at Sisai. No date or price has been set.
AVPL is mainly a training and services business. It reported operating revenue of ₹106.8 crore for the year to March 2026, Inc42 reported, of which drones and parts made ₹3.4 crore. It runs more than 70 training centres in 16 states.
Russian partners proposed
The first manufacturers proposed for Sisai are AVPL’s own ventures. A Russian delegation from Skolkovo, Omnitech and 4GNSS met Haryana’s chief minister in Chandigarh in October, The Tribune reported.
They proposed two joint ventures with AVPL at Sisai: unmanned helicopters with a range of up to 250 km and a 200 kg payload, and navigation that works without satellite signals. Neither has been agreed.
