AVPL International has inaugurated the first phase of Drone City Haryana, an ₹80 crore drone manufacturing complex in Hisar’s Sisai village, backed by ₹58.51 crore in incentives from the Haryana state government under its Enterprise and Employment Policy-2020.
The 11.5-acre site will house 23 industrial sheds open to drone and drone-component manufacturers from across India. The facility covers agriculture, logistics, industrial, and surveillance drone categories, alongside advanced UAV systems — positioning it as a broad-purpose manufacturing campus rather than a single-company facility.
What the complex includes
Beyond production space, the site is designed to function as an end-to-end ecosystem. Planned infrastructure includes component fabrication facilities, testing and demonstration zones, R&D laboratories, and pilot and technician training centers. AVPL frames the project as a platform for manufacturers, startups, and training institutions to operate under one roof.
The company expects the facility to generate employment and entrepreneurship opportunities for more than 800 people across Haryana through manufacturing, technical operations, and training roles.
The training angle
A dedicated program tied to the “500 Drone Udhami Scheme” will be run in partnership with the Haryana Scheduled Castes Finance and Development Corporation, targeting 500 Scheduled Caste youth for training as drone pilots, technicians, and agricultural drone service providers. That scope — skilling individuals for field operations rather than just factory jobs — suggests AVPL is positioning Drone City as much as a workforce development project as a manufacturing one.
The foundation stone was laid by Haryana Chief Minister Nayab Singh Saini in September 2025. Inauguration of Phase-1 took place May 16, 2026, with Haryana Cabinet Minister Krishan Kumar Bedi presiding.
Whether the 23 sheds fill quickly will depend on how effectively AVPL attracts third-party manufacturers to the campus — the multi-tenant model only works at scale.
